Production on the film began in March 2018, with Cohen writing the screenplay. In a world where humans and anthropomorphic animals coexist, pickpocket and robber Mr. Wolf leads the Bad Guys, a notorious gang of criminal animals known for theft and escapes. His gang consists of his best friend and safecracker Mr. Snake, experienced hacker Mr. Tarantula, master of disguise Mr. Shark, and unpredictable muscleman Mr. Piranha.
After being insulted for his predictability by Governor Diane Foxington on live television, Wolf convinces his companions to carry out a heist to steal a valuable prize, a golden dolphin, before it is presented to guinea pig philanthropist Professor Rupert Marmalade IV. At the awards ceremony, Wolf accidentally helps an elderly woman, which makes him feel good, but which awakens conflicting emotions in him, delaying her escape and leading to his arrest. Wolf secretly plans to steal the award again and convinces Foxington to have Marmalade restore it.
