As Horton carries the speck, the city of Whoville begins to experience strange phenomena, including earthquakes and unusual weather changes. Mayor Ned McDodd finds his efforts to alert the citizens challenged by the town council, led by a condescending and opportunistic chairman.
Upon making contact with Horton, the mayor learns from Dr. Mary Lou LaRue that Whoville faces destruction unless Horton finds a “safer, more stable home” for the speck. With the help of his best friend Morton the mouse, Horton resolves to place the speck atop Mt. Nool, the safest location in the jungle.

However, the Sour Kangaroo, the ruler of the jungle, refuses to believe in the existence of the Whos and repeatedly demands that Horton give up the speck, feeling threatened by his actions. Additionally, the mischievous Wickersham Brothers, a gang of monkeys known for causing trouble, also turn against Horton. In a bid to eliminate the speck, the Kangaroo enlists the help of a sinister yet foolish vulture named Vlad Vladikoff. Initially, Vlad only agrees to the task in exchange for the Kangaroo’s son, Rudy, but when she threatens to hire the Wickersham Brothers to handle it, he ultimately decides to go through with the plan for free.
